For a few weeks, we have been facing a lot of register requests on this forum, mainly from eastern countries.
The major part of them are "suspect" : unknown access providers, unknown email address, heavy spam history , email address not belonging to an access provider, faked IP, faked email... yes we got all of that !!!
This is a non restrictive list, the inventiveness of these guys has no limit!
Consequently each user having one of the above characteristics will be rejectected.

Keep in mind that we are making our best to keep this forum clean and that your help or suggestions are welcome.
